INVOCATION:        On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by: 

 

APPROVAL OF REGULAR BUSINESS AGENDA:

Mayor/Chairman requests the audience to fill out Speaker Forms to indicate those items on which they want to speak, and give them to the City Clerk/Agency Secretary at the beginning of the meeting, in order to be recognized by the Mayor/Chairman.  Agenda arranged so that speakers may be heard early.  Council/Agency to indicate items to be pulled.

This is the appropriate time for members of the general public to address those matters under the jurisdiction of the Council/Agency, and not on the posted Agenda.  Any person wishing to address the Council/Agency is requested to complete a Speaker Form, available on the podium in the Council Chambers.  TESTIMONY WILL BE LIMITED TO THREE MINUTES PER PERSON.  Under the provisions of the Brown Act, no action can be taken on these items, and there can be no discussion of the items, other than to place it on the agenda for a future meeting.

ITEM NO. (8)               CONSIDER AN EXTENSION OF THE TERM PURCHASE ORDER FOR UNIFORM RENTAL AND LAUNDRY SERVICES  (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

1.            APPROVE an extension of the term purchase order for uniform rental and laundry services with Prudential Overall Supply, a Carson-based vendor, for an estimated amount of $31,000.00 per year for three years, beginning August 2009 through August 2012.

ITEM NO. (9)               CONSIDER AN EXTENSION OF THE TERM PURCHASE ORDER FOR GASOLINE AND DIESEL FUEL  (ADMINISTRATIVE SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            WAIVE the formal bidding procedures as defined by the Carson Municipal Code, Section 2607 (Exhibit No. 1).

2.            APPROVE A three-year extension of the current term purchase order for gasoline and diesel fuel with Petro-Diamond, Inc. for the period covering July1, 2009 through June 30, 2012, for an estimated cost of $250,000.00 for FY 2009/10, $265,000.00 for FY 2010/11, and $280,000.00 for FY 2011/12.

ITEM NO. (10)            CORRECTION OF DAILY BREEZE INFORMATION ON FEES FOR SOLAR PANEL INSTALLATIONS  (ADMINISTRATIVE SERVICES)

ITEM NO. (12)            CONSIDER APPROVAL OF PLANS, SPECIFICATIONS, AND ESTIMATES AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR PROJECT NO. 1237: MEDIAN IRRIGATION UPGRADE, CENTRAL AVENUE FROM DEL AMO BOULEVARD TO TURMONT STREET  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE the plans, specifications, and estimates and order the work for Project No. 1237: Median Irrigation Upgrade, Central Avenue from Del Amo Boulevard to Turmont Street.

2.            AUTHORIZE staff to advertise the work and call for bids for Project No. 1237:  Median Irrigation Upgrade, Central Avenue from Del Amo Boulevard to Turmont Street.

ITEM NO. (13)            CONSIDER BOND RELEASE FOR TRACT MAP NO. 53585:  ARBORS AT AVALON, 22801 - 23041 S. AVALON BOULEVARD  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            AUTHORIZE the release of the entire current set of surety bonds in the amount of $2,636,755.00 and accept replacement of the current set of surety bonds with a new set of surety bonds in the amount of $910,500.00 for the remaining sewer and storm drain work of Tract Map No. 53585.

2.            INSTRUCT the City Clerk to send a copy of the City Council action to the principal and surety.

ITEM NO. (14)            CONSIDER APPROVAL FOR HEAL THE BAY TO USE THE CITY OF CARSON SEAL TO SUPPORT PARTICIPATION IN THE DOMINGUEZ CHANNEL CLEANING PROJECT  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

1.            APPROVE the use of the city of Carson seal by Heal the Bay for advertisement and promotion of participation in the Dominguez Channel Cleaning Project.
