INVOCATION:        On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  REVEREND CURTIS WILLIAMS, CHRIST FULL GOSPEL MISSIONARY BAPTIST CHURCH

1.            RATIFY the city's participation, as a party petitioner, in that certain administrative petition styled In Re the Matter of California Regional Water Quality Control Board, Los Angeles Region's Amendment of December 10, 2009 to the County of Los Angeles Municipal Separate Storm Sewer System Permit, NPDES No. CAS004001, State Water Resources Control Board Case No. OCC-A-2071, and authorize special litigation counsel to the joint party participants to prosecute the same.

1.            INSTRUCT staff to prepare a letter with all five Councilmembers' signatures to be mailed to President Obama, Senator Feinstein and Senator Boxer.

1.            WAIVE further reading and ADOPT Resolution No. 10-008, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, SUPPORTING THE STATEWIDE DAY OF ACTION TO SUPPORT PUBLIC EDUCATION."

ITEM NO. (8)               CONSIDERATION FOR THE CITY OF CARSON TO PURCHASE A VIP TABLE FOR THE CARSON SHERIFF'S STATION SUPPORT FOUNDATION'S 4TH ANNUAL DISTINGUISHED SERVICE AWARDS (CITY MANAGER)

RECOMMENDATION for the City Council:

1.            APPROVE the request to purchase a VIP table for the CSSSF 4th Annual Distinguished Service Awards on February 24, 2010.

ITEM NO. (9)               CONSIDER AUTHORIZING THE CITY CLERK TO ASSIST IN ADMINISTERING THE HOMEOWNERS ASSOCIATION ELECTION FOR THE SCOTTSDALE TOWNHOUSE ASSOCIATION  (CITY MANAGER)

RECOMMENDATION for the City Council:

1.            AUTHORIZE the City Clerk to assist in administrating the Scottsdale Townhouse Association election scheduled for Tuesday, March 9, 2010.

ACTION:

ITEM NO. (10)            CONSIDER BOND RELEASE FOR TRACT MAP NO. 53585:  22801 S. AVALON BOULEVARD  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE the work as complete.

2.            ACCEPT the new sewer main line for public use.

3.            AUTHORIZE the release of the surety bonds in the amount of $910,500.00 for Tract Map No. 53585, sewer and storm drain improvements.

4.            INSTRUCT the City Clerk to send a copy of the City Council action to the principal, surety, and the County of Los Angeles Department of Public Works.

ACTION:

ITEM NO. (11)            CONSIDER APPROVAL OF PLANS, SPECIFICATIONS, AND ESTIMATES AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 1922:  TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF CENTRAL AVENUE AND HELMICK STREET  (DEVELOPMENT SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE the plans, specifications, and estimates for Project No. 1922.

2.            AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1922:  Traffic Signal Installation at the Intersection of Central Avenue and Helmick Street.

1.            AUTHORIZE Parks and Recreation Commission Chairperson Nate Riddick to attend the California and Pacific Southwest Recreation and Park Training Conference from March 9 - 12, 2010, in Palm Springs, California.

ITEM NO. (13)            CONSIDERATION OF AN AGREEMENT WITH THE CITY OF LOS ANGELES TO ALLOCATE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 GRANT FUNDS TO THE CITY OF CARSON  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE the agreement with the city of Los Angeles to act as the fiscal agent for the available Justice Assistance Grant funds and to allocate those funds to the city of Carson.

2.            AUTHORIZE the expenditure of these Justice Assistance Grant funds on the proposed community safety camera program.

3.            AUTHORIZE the Mayor to execute the agreement with the city of Los Angeles, following approval as to form by the City Attorney.
