INVOCATION:        On May 16, 2006, the City Council unanimously approved the offering of a brief invocation at the commencement of all meetings of the City Council or Redevelopment Agency.  In doing so, the City Council is cognizant of its legal obligation to assure that such invocations are “legislative prayers,” and that they do not purport to advance any particular religion or religious denomination.

 

Consistent with the so-called “Burbank” prayer decision, the City Council hereby admonishes those who offer invocations to do so consistent with the current state of the law – meaning that an invocation must not be used to identify, advance, or urge a particular religious denomination, or identify a specific religion’s deity.  This evening we are pleased that our invocation will be offered by:  DANIEL CRUZ, VICTORY OUTREACH CHURCH OF CARSON

ITEM NO. (3)               CONSIDER APPROVAL OF A CONSULTANT RETAINER AGREEMENT WITH MDG ASSOCIATES, INC., TO PROVIDE INSPECTION SERVICES RELATED TO THE NEIGHBORHOOD PRIDE PROGRAM AND THE COMMERCIAL REHABILITATION PROGRAM  (ECONOMIC DEVELOPMENT) THIS IS A JOINT AGENDA ITEM WITH AGENCY ITEM NO. 1

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE the proposed one-year Consultant Retainer Agreement with MDG Associates, Inc., in an amount not to exceed $268,800.00, with an option to renew for an additional term of one year at the city's discretion.

2.            AUTHORIZE the Mayor to execute the agreement following approval as to form by the City Attorney.

1.            ORDER the City Clerk to publish the attached notice and direct delivery of the same to all affected employees; and

2.            DIRECT that the 45-day public comment period commence on Monday, June 21, 2010 and that the same continue through the close of business on Thursday, August 5, 2010.

1.            AWARD Swayzer's, Inc. a three-year Landscaped Median Maintenance Contract, in the amount of $198,000.00.

2.            AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.

ITEM NO. (13)            CONSIDER APPROVAL OF AGREEMENT FOR A SUMMER YOUTH JOBS PROGRAM WITH THE SOUTH BAY WORKFORCE INVESTMENT BOARD  (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE the agreement with the city of Hawthorne.

2.            AUTHORIZE the Mayor to execute the agreement after approval as to form by the City Attorney.

ITEM NO. (14)            CONSIDER ACCEPTANCE OF REVENUES AND THE APPROPRIATION OF THE FUNDS FROM THE TRANSITIONAL SUBSIDIZED EMPLOYMENT PROGRAM  (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            ACCEPT the projected $90,000.00 revenues from the Transitional Subsidized Employment program in account no. 01-00-999-881 4545 of the general fund.

2.            AMEND the projected revenues for FY 2009/10 in the general fund corresponding to the anticipated revenues from the TSE program of $90,000.00.

3.            INCREASE FY 2009/10 appropriation in the general fund by $35,500.00 for the administration of the Transitional Subsidized Employment Program, in account no. 01-70-730-881 6005.

ITEM NO. (15)            CONSIDER AN UPDATE ON THE STATUS OF THE IMPLEMENTATION OF THE NEIGHBORHOOD STABILIZATION PROGRAM  (ECONOMIC DEVELOPMENT)

RECOMMENDATION for the City Council:

1.            APPROVE the following properties as an acquisition activity:

2.            APPROVE the following contractors for residential rehabilitation services as a part of the NSP implementation activity:

a.         ANR Industries, Inc.

3.            AUTHORIZE the Mayor to execute and finalize the purchase agreements for the acquisition of the identified properties as it relates to the Neighborhood Stabilization Program, following approval as to form by the City Attorney.

ITEM NO. (16)            CONSIDER EXTENDING THE TERM OF THE FINGERPRINT PROCESSING AGREEMENT WITH THE CITY OF CERRITOS  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions:

1.            APPROVE a contract extension with the city of Cerritos for fingerprint processing services for the period July 1, 2010, through June 30, 2011, at a cost not to exceed $75,000.00.

2.            APPROVE an appropriation of $5,000.00 to be paid directly to the Los Angeles County Sheriff's Department for the purchase of fingerprint identification supplies.

3.            AUTHORIZE the Mayor to execute the contract following approval as to form by the City Attorney.

ITEM NO. (17)            CONSIDER APPROVAL OF AN AGREEMENT WITH DUNCAN SOLUTIONS TO PROVIDE PARKING CITATION PROCESSING SERVICES FOR THE PERIOD OF JULY 1, 2010 THROUGH JUNE 30, 2013  (PUBLIC SERVICES)

RECOMMENDATION for the City Council:

TAKE the following actions: 

1.            AWARD a three-year contract to Duncan Solutions to provide parking citation processing services to the city of Carson, for the period of July 1, 2010 through June 30, 2013 for a total not-to-exceed $300,000.00.

1.            AWARD a construction contract for Project No. 921 [Federal No. NCBLN01-5403(010)]:  Avalon Boulevard Interchange Modification at the I-405 Freeway, in the amount of $12,219,821.65, to the lowest responsible bidder, Powell Constructors.

2.            AUTHORIZE the expenditure of a construction contingency, if necessary, in the amount of $1,832,973.00 (15%) for change orders such as the removal and remediation of contaminated soil, substructure conflicts, and other unforeseen construction work that may be required to complete this project.
