Consists of nine members responsible for the city's capital improvement program formulation and review, including efficiency and feasibility reports, project priorities, and capital improvement reports. The commission gives advice on activities within the public right-of-way not subject to administrative permit procedure, including encroachments and under grounding of utilities; and traffic management, including traffic circulation and regulatory traffic control devices which requires action by city council or planning commission; and recommends special traffic and parking studies, temporary street closures, and the proposed use of Proposition A return funds.
