UPDATE: On August 6, 2019, the City Council Repealed the Residential Property Report (RPR) Requirement

On April 2, 2019, based on the recommendation of the Residential Property Report (RPR) Sub-Committee, the City Council directed staff to formally eliminate the RPR Program and bring this matter before the City Council for decision.

On August 6, 2019, introduction of Ordinance No. 19-1933 (amends Municipal Code, Article V, Chapter 9) was presented before the City Council in a public hearing. The City Council voted in favor of repealing the Residential Property Report (RPR) requirement. The second reading is August 20, 2019 and it becomes effective on September 20, 2019.

Special Note: Does your residential property close escrow before September 20, 2019? If yes, please submit a Residential Property Report (RPR) application to the Building and Safety Division and obtain an approved RPR inspection. The RPR repeal becomes effective on September 20, 2019 so those properties that are closing before the effective date will need to go through the existing RPR application process.

You do not need to submit an RPR application if your residential property is expected to close escrow after September 20, 2019.

  • Permit Issuance involves processing and issuing permits, collecting fees, and gathering information for public use. Available from 7:00 a.m. to 6:00 p.m., Monday through Thursday

  • Plan Check reviews plans for structural design and compliance with the City of Carson Building Code Requirements. Plan Check is available from 7:30 a.m. to 10:30 a.m.,  Monday through Thursday.

    New Online Plan Submittal - Effective July 1, 2018
    Online Plan Submittal shall be required at BSOP - Building and Safety Online Plan Check System for the following types of projects:
      - Commercial / Industrial - New or Addition/Alteration/Repair
      - Apartments / Townhomes / Multifamily - New or Addition/Alteration/Repair
    Online Plan Submittal is optional for all other project types, e.g., one- and two- family residential, garages, accessory structures, farm/ranch buildings.

  • Construction Inspection reviews all phases of new private construction and city-owned facilities for compliance with City of Carson Building Code Requirements, and State mandated requirements. Inspectors are only available at the public counter from 7:00am to 8:30am Monday through Thursday.

  • Residential Property Report ensures that zoning and/or building code violations of property being purchased, i.e. single-family residences and condominium units are corrected in order to improve the quality of those homes and neighborhoods.

Residential Property Report Ordinance
City of Carson Ordinance Numbers 13-1510 and 99-1155, effective March 21, 2013 and July 1, 1999 respectively, requires that a RESIDENTIAL PROPERTY REPORT (RPR) be obtained from the city before the sale, exchange, or transfer of previously occupied residential property.
