Faye Moseley Biography
Faye Moseley has over 25 years of experience managing all aspects of talent acquisition, employee and labor relations, compensation and benefits, diversity & inclusion, organization development and training, performance management/succession planning, reward & recognition and risk management. She is currently the Director of Human Resources and Risk Management for the City of Carson. She is the former Deputy Executive Director of Human Resources for Access Services, a CalPERS, public sector paratransit management agency where she led Human Resources, Training and Organizational Development, Customer Relations and Information Technology during her tenure. Prior to Carson, she worked in senior level Human Resources roles with Access Services, The Coffee Bean & Tea Leaf®, General Electric/NBC, Universal Studios/Sega GameWorks, Public Storage, Sony Pictures Entertainment, Herbalife, Lufthansa Airlines and OSI.

She earned her MBA and Bachelor of Science degree in Business Management/Human Resources from the University of Phoenix. She holds a professional certification in Organizational Development & Leadership from DePaul University's Executive Management Program; dual professional certifications in Organizational and Human Resources Development and Human Resources Management from UCLA's Anderson School of Business; and a professional certification in Transit & Paratransit Management from The University of the Pacific-Eberhardt School of Business.

As the Director of Human Resources and Risk Management, Ms. Moseley is charged with managing all aspects of Human Resources including recruitment, selection, employee orientation, classification and compensation, labor relations, performance management, counseling and grievance programs and discipline; coordinating, directing and administering worker's compensation and liability claims, risk management, recommending coverages and the purchase of insurance, and safety and training programs for the City of Carson.
The Human Resources and Risk Management Department is responsible for the management of people to support each department within the City of Carson. The department accomplishes this objective through recruiting exceptional talent to maintain and enhance the services the City of Carson provides to its community. Additionally, the department limits the City's risk thereby maximizing available dollars to support programs for the residents of the community, infrastructure and maintenance and community development within the City of Carson.
