CARSON CITY COUNCIL IMPOSING FINES ON PERSONAL PROTECTIVE EQUIPMENT LITTERING, NEGLECTING TO PICK UP AFTER ANIMALS AND FAILURE TO COMPLY WEARING FACE MASKS

On Tuesday, October 6, 2020, the City Council unanimously approved introducing several ordinance amendments to add or increase fine amounts for violation of the Carson Municipal Code (CMC) related to personal protective equipment (PPE) littering, failure to wear face masks in public, and neglecting to pick up pet poop on public property.
All three ordinance amendments will be brought back to the City Council meeting on October 20, 2020 for a second reading, as is required by law for an ordinance to be enacted. Ordinance amendments approved on October 20, 2020 will be implemented starting November 20, 2020.
Ordinance No. 20-2015 increases fees for violations related to the littering of PPE. Fine amounts are not to exceed $250 for the first violation, $350 for the second violation within one year from the date of the first violation, and $500 for each additional violation one year from the date of the first violation.
Ordinance No. 20-2016 is an amendment to CMC Section 3311 that prohibits persons having control of dogs from failing to remove and dispose of their animals’ feces from the public right-of-way or other public property. When originally adopted in December 2014, the fine for violators was $100 per violation. Ordinance No. 20-2016 increases the fine amounts to $100 for a first violation, $200 for a second violation within one year, and $500 for a third or subsequent violation within one year.
On April 7, 2020, the City Council approved a resolution to mandate the use of face masks or coverings in public within the City of Carson boundaries during the COVID-19 pandemic. Ordinance No. 20-2017 adds a section to the Carson Municipal Code with this mandate and includes a fine of $100 for the first violation, $200 for the second violation, and $500 for the third violation.

“Imposing new and increasing fine amounts for violations of City mandates would help deter violators and improve the City’s ability to enforce compliance. Clean streets, sidewalks, and public spaces are a public health issue that concerns all Carson residents. It has been proven that masks save lives. I would rather say sorry for the inconvenience, rather than sorry for your loss should someone contract COVID for not wearing a mask,” said Carson Mayor Albert Robles.
