Biography
Dr. Rodgers has been in public service for over 20 years. Currently serving as the City of Carson's Director of Public Works,
Dr. Rodgers is responsible for ensuring that the quality of life of Carson residents is maintained and safeguarded. He oversees several of the divisions that directly impact Carson residents, businesses and visitors' impressions of the City of Carson.

Dr. Rodgers oversees Engineering, Operations, Facilities, Fleet Services and Right of Way. He has served in multiple jurisdictions in the capacity of Division Head, Assistant to City Manager, Budget Officer, Project Manager, Senior Management Analyst, and Analyst.
Dr. Rodgers has been instrumental in implementing processes that have resulted in millions of dollars in savings as well as securing millions in grant funding while developing balanced city, departmental and divisional budgets. He has also implemented best management processes that have resulted in increased productivity and turning around operations from fiscal deficits.

Dr. Rodgers earned his Bachelor of Business Administration, Master of Public Administration and Doctor of Public Administration degrees from California Baptist University, Riverside. He has taught administration, supervision and public project subjects at the collegiate level and lectured on various topics within the Public Administration discipline. Dr. Rodgers is a retired Army veteran, whose leadership has been recognized as innovative and visionary. Dr. Rodgers takes pride in his community engagement expertise and can be found representing the Department of Public Works at a host of townhalls and Homeowner Association meetings. When not working,
Dr. Rodgers spends time traveling with his wife.
