On November 3, 2020, Lula Davis-Holmes was elected as the first black female Mayor of Carson. Immediately prior to that, spanning over a decade, Mayor Davis-Holmes served the City of Carson as a City Councilmember. As a resident of Carson for over 47 years, Mayor Davis-Holmes has raised her family in this community and has devoted her career to improving the quality of life for all Carson residents.

Her journey with the City began in 1980 when she was hired as the City's first female Recreation Center Supervisor assigned to Stevenson Park. Within a few years, she was appointed to the position of Recreation Superintendent, again as the first female in that position. She was first elected to the City Council in 2007; re-elected for a second term in 2011; a third term in 2015; and a fourth term in 2019. Prior to her Mayoral election in 2020, she was appointed twice as Carson's Mayor Pro Tempore.

Long before her Mayoral election, then Councilmember Lula Davis-Holmes' goal was to improve the quality of life for all Carson residents. To accomplish this, she focused her attention on developing programs that would directly assist Carson residents. Two initiatives to reach that goal on the housing front were to help spearhead a workforce housing project for middle-income residents of the community and the development of affordable housing for seniors and veterans. To assure the City's financial health and stability, she supported Measure C, the Utility Users Tax, an oil tax, and a pension obligation bond to address the rising cost of pension liability. Under her leadership as Mayor, the City Council passed its first structurally balanced budget in over a decade. She has also been a big proponent of local hiring, including approving project labor agreements. Other initiatives have included her supporting a state rent control law and a municipal resolution to benefit mobile home park residents, supporting the establishing of a task force to address homelessness in Carson, and helping accomplish several key public safety initiatives in the City. Many of her successful programs have been award-winning. Her vision is matched only by her passion and commitment to excellence.

As Mayor, Lula Davis-Holmes looks forward to continuing her legacy of service to the City of Carson by supporting the adoption of a balanced city budget. She is a strong advocate for projects to make Carson a beautiful city for its residents as well as a destination city with an unlimited future. To accomplish this, she will continue to support city beautification projects, upgrading our parks, and low-income, middle-income and market rate income housing. She supports a balanced economic plan that includes bringing in businesses that provide sales tax revenues to the city and businesses that support community amenities, retail opportunities and restaurants.

Mayor Lula Davis-Holmes has been married to Harry Holmes for over 35 years. Together they have six adult children and 14 grandchildren. She is an alumna of California State University Dominguez Hills where she received her Bachelor's Degree in Sociology and a Master's in Public Administration. She is loyal, hardworking, and caring. She is unapologetic in having high standards, and encourages everyone to achieve and live their best lives. She is a Godly woman of integrity and can be trusted to make the best decisions possible for the good of all of Carson's residents. Carson is indeed her Beverly Hills.
