William is an accomplished accounting, finance and business leadership professional with proven experience managing revenue, profit, growth strategies, and critical reporting. He has financial and accounting leadership experience across private and public sectors. William oversees the Accounting, Budgeting, Purchasing, and Revenue Divisions within the Finance Department. William brings with him an impressive resume of over 18 years of experience in Public Finance. His journey began in Budgeting for the City of Monroe, Louisiana where he was instrumental with grant management responsibilities for the construction and completion of a brand-new, state-of-the-art Monroe Regional Airport terminal and runway upgrade project. He also spearheaded the implementation of a new Financial Enterprise Resource Planning (ERP) system while training over 1,200 employees on their respective business modules. William worked for Century Link, a Fortune 100 company, followed by the role of Assistant Chief Financial Officer for the City of Oxnard, where he assisted with the increase of new water rates which had not been done in over 25 years. William was a member of the Finance Committee Board, and more recently, the Budget and Financial Planning Manager for the Los Angeles Homeless Services Authority (LAHSA), where he managed a budget of over $850 million annually. William is a proud graduate of the University of Louisiana Monroe, where he earned a Bachelor of Science in Business Administration and Accounting. His vast experience and dedication to public service makes him a perfect fit for the City of Carson. He always played a pivotal role in continued pursuit of excellence in serving the community. William taught Continuing Education courses at the University of Louisiana Monroe for several years. He is an active member of the Government Finance Officers Association.
