A nonexclusive franchise to construct, operate and maintain a cable television system within all or any portion of the City may be granted by the Council to any person, firm or corporation who or which offers to furnish and provide such system under and pursuant to the terms and provisions of 6600 et seq of the Carson Municipal Code.
