Villagio Apartments (Affordable Family and Senior Housing)

Completed in Spring 2000, the Villagio Apartments was built as one large mixed-use project by Thomas Safran & Associates, Inc. (Developer), in Redevelopment Project Area No. 1. The
Villagio is a 149-unit family and senior tax credit property located in the City of Carson. The complex includes one, two, three, and four bedroom units. Built to resemble an Italian village, the Villagio and its walkways are decorated with beautiful water fountains and extensive, colorful landscaping. Other amenities include: two laundry room facilities, two playgrounds, two BBQ grills, a courtyard furnished with tables and chairs, a basketball court, a recreation room with a full kitchen, a lobby, a computer lab, a senior lounge, and an on-site management/ maintenance staff. All of the units include wall to wall carpet, linoleum floors, blinds, stove, refrigerator, dishwasher, garbage disposal, patios/balconies, central heating and air conditioning and a ceiling fan in the dining area.

The Carson Redevelopment Agency provided two loans totaling approximately $9.1M. The Carson housing portion of the project includes 65 units in a mix of 1-, 2-, 3- and 4-bedroom units. The Grace housing portion includes 84 units including a mix of 1-, 2-, 3- and 4-bedroom units. Commercial tenants include restaurants and other neighborhood-serving retail uses including Quiznos, a travel agency, a personnel agency, Curves, Edibles, Tami's, and a shoe repair shop. In 2001, the
Villagio received the Gold Nugget Awards for Best Redevelopment Rehab/In-fill Site Plan, Best Affordable Attached, and Best Mixed Use from Builder Magazine.

Redevelopment financing was used to build low- and moderate-income housing and the retail component. The loans are to be repaid in full no later than January 1, 2039. No less than 10% of all residential units must be available to low- or very-low-income households at affordable rents and the remainder of the units must be available to moderate income households at affordable rents.

University Square
|
|
The
Carson Redevelopment Agency entered into a Disposition and
Development Agreement with Primestor Development in May 2006 to
develop a 41,135 square foot neighborhood shopping center on the
northwest corner of Avalon Boulevard and Albertoni Street, just
south of the Artesia (I-91) Freeway and a few blocks east of the
Harbor (I-110) Freeway. University Square, an $8.8 million
development, opened in 2008, and is anchored by El Pescador Bar &
Grill and DD's Discounts (Ross Stores, Inc.), and includes Panda
Express, Fatburger, Subway and Fresh Berry.

The
Carson Redevelopment Agency provided approximately $2.29M in the
form of a land write-down to complete redevelopment of this site.
The development generated 106 construction jobs and 92 permanent
jobs. Last year, University Square generated approximately $150,000
in annual revenues to the City last year.
University Square is located less than a mile from the Home Depot
Center and California State University, Dominguez Hills
(13,000 students), and serves loca residents, businesses, and
visitors. The Home Depot Center is a 125-acre, $150 million sports
venue with state-of-the art stadiums and facilities for soccer,
tennis, track & field, cycling, lacrosse, rugby, volleyball,
baseball, softball, basketball, boxing and other sports. The Home
Depot Center is home to Major League Soccer's Los Angeles Galaxy and
Chivas USA. |

Avalon Courtyard Senior Apartments
|

Avalon Courtyard, 22121 S. Avalon Blvd., is a 91 unit affordable senior rental housing development (plus one manager's unit). Completed in 1995, Avalon Courtyard features a two-story entrance, a recreation room, exercise equipment, library, computer room, laundry room, and on-site management. Monthly activities include bingo, coffee socials, movie night, parties, bus trips, ping-pong and other activities. The Agency provided approximately a $2.6M loan to Thomas Safran & Associates (Developer) to build and operate this housing development. The affordable units are all one bedrooms and include a stove, refrigerator, central heating and air-conditioning, carpeting, window treatments, balconies and fire sprinklers. Parking is available in a subterranean parking garage. Units will remain affordable until 2050.

Carson Terrace Apartments

|
Carson Terrace, located at 632 East 219th Street, was completed in 2000 and includes 61 affordable senior housing units, one manager's unit, subterranean parking, visitor parking, and on-site community facilities. The Carson Redevelopment Agency provided approximately a $2.2M loan to Carson Terrace, L.P. (Developer) to construct and operate the affordable senior citizen (62 years of age) housing project. Rental units will remain affordable until 2040. |

Auto Row
|
|
The City, in partnership with the Agency, recently designated a part of 223rd Street, a key east-west arterial, as Auto Row, and adopted specific design guidelines in support of future development of this area. It is fast becoming a key growth area for the City, and it is projected that a fully built-out Auto Row would produce a contiguous 40-plus acre site with five new or newly redeveloped state-of-the-art auto dealerships. These dealerships will provide a large and consistent source of sales and property taxes for the City. Auto Row is key to the long-term success of new and current dealerships with improved visibility from both the heavily-traveled I-405 San Diego Freeway and from a major arterial (223rd Street). Southern California Edison (SCE) will be under grounding all power and utility lines along Auto Row. The Agency will be installing new street improvements, including all new landscaping. The Agency's plans and specifications for its portion of the street improvements are complete and will be implemented when SCE undergrounds the overhead utilities in 2011.
The projected result of all of these improvements will be a unique, updated, and expanded identity for the City, and significantly bolstered property and sales tax revenue streams. The following profiles the specific planned and implemented improvements on Auto Row.

Carson Toyota
|
|
Carson Toyota is an existing dealership and is one of the most successful
Toyota franchises in the region. A new automobile dealership facility was
completed in 2008. The facility is approximately 160,000 square feet of
building area and was built on a site sold to the developer by the Agency. The
design includes state-of-the-art showroom and service center and rooftop
parking, which will provide maximum exposure to the I-405 San Diego Freeway.
This dealership will be the largest in physical size along Auto Row. It anchors
one end of Auto Row, attracting other auto dealership franchises to the area.

Cormier Chevrolet
|
|
Cormier Chevrolet, which specializes in the sale of Corvettes, is an existing
dealership and anchors the other end of Auto Row. Partnering with the Agency,
Cormier Chevrolet was able to recently complete expansion and rehabilitation of
an older facility into a modern Chevrolet showroom. To assure that this project
could move forward, the Agency provided Cormier with a rehabilitation loan. The
new improvements enhanced Cormier's visual image from 223rd Street and the
I-405 San Diego Freeway. The Agency purchased the Cormier Chevrolet property in
2009, when GMAC required repayment of its entire line of credit, and leased it
back to Cormier Chevrolet to help ensure the existence and viability of the
dealership during the current, difficult economic times. Cormier Chevrolet
expects to repurchase the property at or by the end of the lease period with
the Agency.

Carson Nissan
|
|
In February of 2003 the Agency sold the property located at 1505 E. 223rd Street
to Superior Nissan to build a brand new state-of-the-art, approximately 74,000
square foot Nissan automobile dealership. The facility, which opened in 2004, is
a two-story, new car dealership with roof deck vehicle storage. The first floor
consists of approximately 17,000 square feet of office, showroom, and parts
storage and 30 service bays. The second floor consists of approximately 15,000
square feet of offices and parts storage. The roof deck contains approximately
25,000 square feet of vehicle storage area. The total cost of development was
greater than $7 million, not including land. Although Superior Nissan went out
of business in early 2009, as did many other dealerships around the county,
another Nissan dealership, Carson Nissan, began operation at the property via a
lease in late 2009. In May 2010, with assistance from the Agency, Carson
Nissan's real estate division purchased the property from the former owner
making it one of a number of dealerships owned and operated by one of the most
successful owner-operators in Southern California.

Carson Honda
|
|
Sonic Automotive Inc., a nationally respected developer/owner of Carson Honda
and other auto dealerships, purchased property from the Agency located at 1435
E. 223rd Street and relocated the Harbor City Honda dealership from a nearby
location in the City of Los Angeles to the Auto Row location. Carson Honda was
completed in 2004. The brand new dealership consists of a 40,000 square foot of
sales, parts, and service facility on a 4-acre site sold to it by the Agency.
Carson Honda is located between the Toyota and Nissan dealerships completing
the redevelopment of one entire block.

Carson Depot
|
|
Located at the corner of Main and Sepulveda, the Agency played an active role
in the transforming an old, environmentally-compromised cannery into a new
state-of-the-art 237,341 square foot commercial/retail center. The Agency
worked in partnership with the developer (Arnel Retail Group) and provided
financial incentives and technical assistance to assure this project became a
reality. Now home to more than 20 new businesses, the Carson Depot provides the
Carson community with large retailers like Staples, Albertsons, and Home Depot,
in addition to smaller retail shops and ethnic restaurants. The Carson Depot is
regarded as a key sales and property tax generator for the City in the near and
long-term.

The Arbors at Carson
|
|
This is one of Carson's newest residential housing developments located on a
15-acre site along Avalon Boulevard just north of Sepulveda Boulevard. This
site was composed of two parcels under two different ownerships. One parcel was
a vacant lot, and the other was an unoccupied, outdated and dilapidated strip
center. The Agency successfully brought both owners together and assisted them
preparing a proposal for residential development. The ultimate result was the
purchase of both parcels by Centex Homes and the development of one coordinated
market-rate housing project. No Agency financial assistance was necessary.
Centex Homes, one of the leading and largest homebuilders in the U.S. with
operations in more than 90 markets in 25 states, completed the 147-unit single
family project known as "The Arbors at Carson."

British Petroleum (BP) Office
|
|
A 125,000 square foot office building was completed in May 2007, a portion of
which was owned by BP and a portion which was sold by the Agency to BP.
Furthermore, the 10-acre Agency property was split with half sold to BP, which
combined its own 10 acres, to develop BP's 15-acre business park and
headquarters. BP optioned the remaining Agency-owned five acres for possible
future expansion of the 15-acre business park.

Southbay Pavilion
|
|
The Hopkins Real Estate Group (HREG) and Genesis Shamrock Holdings purchased
Southbay Pavilion in April 2003. HREG went on to renovate the Pavilion at its
own expense, including the addition of a new Target anchor store, Chili's
Restaurant, new post office, Washington Mutual Bank, and a 24-Hour Fitness
Center. Thereafter, the Agency assisted HREG in attracting national tenants Old
Navy and Children's Place, and constructing interior common area and tenant
improvements. The Agency entered into an Owner Participation Agreement (OPA)
with the HREG in November 2006 and improvements were completed in January 2009.
The Agency provided $4.6 million to assist in remodeling and securing new
tenants to create an upbeat common area and improved over 35,000 square feet in
tenant spaces. Some of the national tenants that were brought in include: IKEA,
The Children's Place, Panera Bread, San Sai Japanese Grill, 5 Guys Burgers and
Old Navy. The improvements and new businesses brought a new shopping experience
to the community, as well as new jobs for local residents, and increased sales
tax revenues. The community now has a local gathering place to shop, eat, work
and play. On Thursday mornings, a southwest portion of the parking lot serves
as home to a weekly Certified Farmer's Market. In July 2009, Fred Sands
purchased Southbay Pavilion through his Brentwood-based Vintage Real Estate,
LLC, a wholly-owned division of Vintage Capital Group, an investment firm
founded by Mr. Sands.
