The Department of Public Safety Services develops and administers programs designed to enhance public safety, crime prevention and emergency preparedness. Community Safety Services provides oversight of the City's law enforcement program and directs the City's Code Enforcement Detail, Parking Enforcement Detail, Crossing Guard program, Block Captains program, Neighborhood Watch program, Community Emergency Response Team (C.E.R.T.) program and the City's Emergency Operations Center.

L.A. Crimestoppers
In an effort to prevent and reduce crimes, the Los Angeles Regional Crime Stoppers program was created by partnering with members of the
community, law enforcement, and media
in offering anonymity and cash rewards to anyone providing information to an arrest, resulting in safer communities.
Crime Stoppers encourages members of the community to assist local law enforcement agencies in the fight against crime by overcoming the two key elements that inhibit community involvement: fear and apathy.
Crime Stoppers uses a three part approach to solving crimes. The first part of the program is to empower the community by providing a safe way to report criminal activity. Secondly, Crime Stoppers partners with all forms of media in the Los Angeles region to inform the community on how to anonymously report crimes. Law Enforcement is the final part of the triangle in which they will follow-up on tips from community members.

Join The City of Carson and Carson Sheriff's Station Neighborhood Watch Block Captains Program
Neighborhood Watch in Carson
Neighborhood Watch in Carson is a joint effort by community members and the Carson Sheriff's Station/Community Safety Center to fight crime, protect property and ensure safe neighborhoods. Because of this cooperative effort, Neighborhood Watch has proven instrumental in the prevention and control of residential related crimes. Members of Neighborhood Watch often serve as the eyes and ears of the Sheriff's Department.
Joining/Starting a Group
Contact the Public Safety Specialist at (310) 952-1786 to see if a Neighborhood Watch group has been formed in your neighborhood. If so, you will be provided with the name and phone number of the Block Captain.
If there is not an active group in your neighborhood, the Public Safety Specialist will work with you and your neighbors to start one. Starting a group is simple. Ideal Neighborhood Watch groups are typically small, usually 15 to 20 households, to simplify communication among participants.
What's Involved
As a block captain, you are responsible for acting as the liaison between your neighborhood and the Carson Sheriff's Station.
Once formed, you and your neighbors "watch" your neighborhood, communicate regularly with deputies, and meet with your neighbors often enough to keep apprised of new information. If a residential crime pattern is identified in your area, deputies will notify your group of what to look out for and offer prevention suggestions via e-mail.
The success of Neighborhood Watch depends on citizen involvement. While the Public Safety Division and Sheriff's Department will assist in many ways, it is the responsibility of the individual Neighborhood Watch groups to keep the program active in their neighborhood.
Benefits of Participating
Neighborhood Watch has proven to be instrumental in the prevention and control of residential related crimes within the community. As a member of Neighborhood Watch, you will join with others in protecting your neighborhood and developing an important crime-prevention partnership with the Sheriff's Department.
Participants use their knowledge of the neighborhood to identify suspicious behavior and report incidents to the Carson Sheriff's Station.
Participants will receive Neighborhood Watch signs to post to let potential criminals know that others are watching out for your home.

California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations for qualifying low-income individuals who apply within 60 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. Once a citation is enrolled in this program, it is no longer eligible for appeal pursuant to an Administrative Review or Hearing.
Only the Registered Owner of Lessee of the vehicle for which the citation was issued may enroll in a Payment Plan. To qualify, you must meet the requirements of CVC Section 40220 by either being
"Low Income" or receiving qualifying "Public Benefits"
APPEAL PROCESS FOR PARKING CITATIONS
California Vehicle Code (CVC) 40215 allows for the ability to contest a parking citation, provided the citation was issued in error. Your request must be submitted within 21 days of receiving your citation. If your request is approved, the citation will be dismissed with no further action. If the appeal is denied you must pay the full amount list on the citation.
