BIOGRAPHY
Saied Naaseh has been the Carson Community Development Director since 2018. As director, he leads the Planning, Building and Safety, and Economic Development Divisions. He joined Carson in 2009 as a Senior Panner and was subsequently promoted to Planning Manager in 2015. Saied brings over 35 years of experience in the planning and community development to the role. Immediately prior to joining City of Carson, Saied spent 5 years as a consultant to land developers and oversaw the design and entitlement process for over 3,500 acres. Prior to that, Saied spent approximately 10 years as a planner in Temecula, a fast-growing city in the 1990's.

Saied has been instrumental in securing various funding sources for the City including establishing the City's first ever Development Impact Fee, Citywide Community Facilities District, one of State's first Enhanced Infrastructure Facilities Districts, and negotiated several Development Agreements. Saied led the effort in the adoption of the 2040 General Plan in 2023, secured approval of several major projects such as District at South Bay Specific Plan to facilitate development of a 500,000 square-foot outlet mall, a 1.6 million square-foot industrial park, and the Country Mart - a series of restaurants in a park setting, Carson Lane - an 1,100 units mixed use development, convinced several shopping center owners to conduct exterior renovation of their shopping centers, and led designing the Carson Street corridor streetscape improvements.

Moving forward, Saied will lead the effort to adopt a new Zoning Code and implement the 2040 General Plan, the Housing Element, and the Economic Development Strategic Plan.

Saied received his bachelor's degree in urban studies and urban Geography from Metropolitan State College in Denver, Colorado. He also received a master's degree in Community Development from University of Colorado, Denver. Saied is married and lives with his wife of over 30 years in Orange County and is the proud father of two adult daughters. Saied loves to work out, enjoys listening to music, loves cooking and driving fast cars.
