The Boulevards at South Bay

The Boulevards at South Bay (formerly known as Carson Marketplace) is a 168-acre development project, 157-acres of which are a former landfill. The Boulevards at South Bay Specific Plan and Environmental Impact Report provides for a potential mix of approximately 1.9 million square feet of commercial, retail and entertainment uses, a 300-room hotel, and up to 1,550 residential and/or multifamily units. The developer, Carson Marketplace LLC, recently announced plans for the Boulevards Outlets with over 550,000 square feet of designer brands. Development plans for the outlet center are nearing completion. Construction is anticipated to begin in 2014 with new shops and the outlet mall opening by the end of 2016.

The City Council approved a Development Agreement for the Boulevards at South Bay (formerly known as Carson Marketplace Project) on March 21, 2006. The Boulevards at South Bay is a mixed-use commercial and residential project consisting of up to two million square feet of commercial space and 1,550 residential units. The project is located north and south of Del Amo Boulevard, west of the I-405 San Diego Freeway, north and east of the Dominquez Channel. A Specific Plan and Owner Participation Agreement were also approved as part of the project. The project area consists of 168 acres, 157-acres of which represent a former landfill.

The first requirements of the Development Agreement were that the Redevelopment Agency and the developer enter into an Owner Participation Agreement, and that the developer closes escrow on each and every parcel of the property. The Owner Participation Agreement was approved, on a vote of 5-0, by the Redevelopment Agency on July 25, 2006. The developer completed acquisition of the central parcel which consists of 157 acres on September 29, 2006 and completed acquisition of the Del Amo parcel consisting of 11 acres on January 30, 2007. Therefore the developer is in compliance with the requirements that had to be completed within one year of the approval of the Development Agreement.

The developer has been evaluating appropriate subdivision opportunities for both the below ground remediation and the above ground improvement parcel. Tentative Parcel Map No. 68888 is currently under review and proposes to vertically subdivide the 157-acre landfill to separate the surface area from the property subject to remediation. The Department of Toxic Substances Control (DTSC) is reviewing site characterization information to proceed with the remediation design process which will determine the location and depth of membranes and other remedial facilities. A future subdivision will provide for priviate development sites for the various commercial and residential structures.

The developer has recently signed a contract for the landfill remediation, which will be done under the supervision of the DTSC. Actual remediation activities will commence in early 2008 with expected completion of the initial phase of the project in 2010.
