Certificate of Public Convenience and Necessity Share Print Any person desiring to provide taxicab services within the City of Carson must first obtain a Certificate of Public Convenience and Necessity. Please review Section 6502 of the Carson Municipal Code (CMC) for application requirements. Please select below for the appropriate applications. Public Convenience and Necessity Application ( PDF ) Taxi Driver's Permit Application ( PDF ) The following documentation must be provided along with your application for Public Convenience and Necessity: Application fee of $100.00 plus annual fee of $150.00 plus $50.00 for each taxicab covered by the initial application. Certificate of Public Liability Insurance. For specific information regarding the insurance requirements, please refer to Section 6510 of the Carson Municipal Code. A list of safety inspection reports for each vehicle that will be operating in Carson along with the vehicle identification (i.e. year, make and license plate number). Federal Employer Identification Number. Copy of Articles of Incorporation showing how long your corporation has been in existence. A list of corporate officers along with the percentage of interest held by each. Copies of Certificate of Public Convenience and Necessity issued by the cities that your firm is currently servicing. Copy of financial reports for the last two (2) years. Statement of rate proposal. Please specify clearly the current rate charge per mile and whether the rate is based on a flat rate or if there is an additional charge for waiting time, traffic delay and/or fraction of a mile traveled.
