BIOGRAPHY
Nora Garcia is the Director of Public Safety and Emergency Management, bringing nearly two decades of experience across local, county, regional, and state government. Her expertise in public safety initiatives is shaped by hands-on leadership in emergency response, disaster recovery, and large-scale event planning. She has been instrumental in managing presidentially declared disasters, coordinating critical incident operations, and developing strategic safety measures for high-profile events.

Nora joined the City of Carson in 2022 as the Emergency Services Manager, where she has led the modernization of the Emergency Operations Center (EOC), transforming it into a cutting-edge hub for emergency response. Under her leadership, the city implemented an advanced surveillance infrastructure, including nearly 100 Automatic License Plate Readers and an extensive surveillance camera system across all city facilities, including 12 parks.

Before her tenure in Carson, Nora served as the Emergency Manager at California State University, Dominguez Hills, where she led the university's COVID-19 response and relief efforts during an unprecedented global crisis. Driven by a deep commitment to community safety, she transitioned to city government to make an even broader impact.

Nora holds a B.A. in Communication and Leadership from Dallas Baptist University. She also earned her Master's in Public Administration from California State University, Dominguez Hills. Once a Toro, always a Toro!

Nora remains dedicated to enhancing Carson's preparedness, safety, and resilience. Her vision is clear: to build a city that is proactive, secure, and ready for any challenge the future may bring. In her free time, Nora enjoys spending time with her husband and three daughters.
