Enhanced Infrastructure Financing District (EIFD)

The City of Carson, in partnership with the County of Los Angeles, is in the process of forming an Enhanced Infrastructure Financing District (EIFD) called the City of Carson Enhanced Infrastructure Financing District (Carson EIFD).

The proposed Carson EIFD encompasses approximately 1,735 acres of land, representing approximately 14% of the City's total 12,141 acres. See Carson EIFD Boundary Map. The primary source of revenue available to an EIFD, similar to Redevelopment project areas, is tax increment revenue. Because of this, an EIFD does not increase the property tax for land owners, residents, or businesses within the EIFD area or outside the EIFD boundaries.

The purpose of the Carson EIFD is to assist in the provision of public facilities of communitywide significance that provide significant benefits and promote economic development within the Carson EIFD and City of Carson. The EIFD aims to support needed public infrastructure, low and moderate income and workforce housing, rehabilitation, and environmental mitigation and remediation of brownfields of properties as described by the Adopted Infrastructure Financing Plan (IFP).

Public Financing Authority (PFA)
The City Council has established a separate entity, the Public Financing Authority (PFA), who will oversee the creation of the Carson EIFD and be responsible for the adoption of the final IFP. The PFA will also be responsible for the issuance of bonds for the Carson EIFD in the future as well.

EIFD meets every Monday, as needed. Please check the City's Calendar or the Clerk's E-Board for the meeting dates.
